The Trans Adriatic Pipeline has made 0.16 bcm/year of capacity available for deliveries from Greece to Albania’s Roskovec exit point. The cross-border supply capability is being added ahead of domestic infrastructure that would be needed to absorb large volumes. The change follows TAP’s decision to make the Nea Mesimvria interconnection in Greece bidirectional from Oct. 1.
With the Nea Mesimvria interconnection operating bidirectionally, gas already inside the Greek transmission system can enter TAP and potentially move toward Albania. This includes supply originating from LNG that is already within the Greek transmission system. TAP’s ownership comprises SOCAR, BP, Snam, Fluxys and Enagás.
Planned Albanian exit infrastructure and ownership structure
A separate Fier South exit facility is scheduled for completion in the fourth quarter of 2027. The facility is expected to be transferred to the Albanian state. In parallel, the newly available TAP deliveries are positioned as an additional route into Albania.
Cross-border access versus domestic market build-out
The development alters Albania’s gas bottleneck by expanding cross-border access before the domestic network is in place. While cross-border supply access is increasingly available, Albania still lacks the domestic transmission and distribution network required to create a large end-user market. The main investment challenge therefore shifts from international pipeline capacity toward internal infrastructure, industrial demand and gas-fired generation.
The additional route could eventually provide access to both Azerbaijani gas and LNG arriving in Greece. It could also support regional flows toward Italy and the Western Balkans if domestic networks are developed. For now, available TAP capacity has limited value unless Albania builds pipelines, distribution systems and anchor demand capable of using it.
The next significant milestone is expected to be investment in the domestic network needed to turn Albania from a transit country into an actual gas market rather than another cross-border capacity announcement.
