Bulgaria backs 3 GW solar with 15 GWh battery support under EBRD-linked financing

Almost €1 billion in public support has helped underpin around 3 GW of solar generation and 15 GWh of battery storage in Bulgaria. The European Bank for Reconstruction and Development said Recovery and Resilience Plan funding has mobilised several times the public contribution in private investment. The development is described as positioning Bulgaria to become one of Southeast Europe’s largest flexibility markets.

The programme combines renewable generation with large-scale battery deployment. It follows several recent Bulgarian projects that pair photovoltaic plants with multi-hour storage. The scale is described as significant, with a pipeline of batteries sized at 15 GWh.

Impact on power prices and regional flexibility

The EBRD said the 15 GWh battery pipeline is large enough to begin influencing wholesale price formation and balancing-market competition. It also supports Bulgaria’s ability to shift surplus solar electricity into higher-value evening periods. Bulgaria’s rapid expansion of photovoltaic generation has created periods of low or negative daytime prices.

At the same time, neighbouring Romania and Hungary have experienced evening scarcity and import dependence. Storage enables Bulgaria to hold back part of its midday surplus and release it when regional prices rise. The EBRD said this could improve solar capture prices domestically while strengthening Bulgaria’s role as an exporter of flexible electricity rather than simply surplus generation.

Additional projects and grid constraints

The EBRD is also discussing additional battery projects with government and private investors, indicating the current pipeline may not represent the final scale of development. Grid capacity will remain a constraint for new storage build-outs. Large batteries require strong connection points and can compete with new generation for limited network headroom.

Bulgaria’s investment cycle is described as moving beyond individual battery projects. The country is building storage at a scale that could influence the wider Southeast European market. If most of the 15 GWh reaches operation, Bulgaria could become an important regional source of evening flexibility.
